If you are a corporate user (Outlook is connected to Microsoft Exchange), the contacts might be showing up from a global address book, and are not in your local Contacts folder.
If you are a “home” user, and get email from some ISP (i.e., no global address book to rely on), then your deleted contacts might still be in the Deleted Items folder, from where you can recover the same.
